Executive Vice President's Report

(As always, I am happy to relinquish my Executive Vice President's page this month to honor Dr. Charles B. McIntosh as the recipient of the Florida Board of Medicine's Chairman's Recognition Award for Excellence in the Medical Profession and Community Service.

It is my honor to institute an award that recognizes excellence in the medical profession. As we are all acutely aware, there is a growing concern among the general public about the quality of care and service they receive from their physicians. I believe this concern has grown in large part from the increased public information about medical errors and physicians who have committed malpractice.

The public concern is, indeed, a primary concern for this Board of Medicine, as it is our legal responsibility and obligation to the public to:

  • guard against incompetent and unsafe physicians
  • prevent unsafe physicians from practicing
  • discipline physicians when they DO violate the standard of care
  • and enforce standards of practice that maximize public safety and quality of care

The mission of the Board of Medicine to protect the safety and well-being of Floridians includes the discipline of those few physicians whom we determine have practiced below the minimum standard of safe care. But this public safety mission also includes promoting and encouraging excellence in the practice of medicine.

It is from my recognition of the importance of this aspect of our mission, that I have instituted today the "CHAIRMAN'S RECOGNITION AWARD FOR EXCELLENCE IN THE MEDICAL PROFESSION AND COMMUNITY SERVICE." I believe that the recognition of one of our colleagues will not only honor this individual physician, but will also provide a model to other physicians of the standard or professionalism and community service that we should all be striving to achieve.

It is my great pleasure to recognize an outstanding physician from Jacksonville, Florida, Dr. Charles B. McIntosh. Now for those of you who do not live in Jacksonville and do not practice with Dr. McIntosh, let me share with you my warm regard and high respect for Dr. McIntosh and why the community of Jacksonville is a better community, for his contributions and commitment to the good people of this city.

Dr. McIntosh has practiced medicine for over 45 years and over 40 of those as a pediatrician in Jacksonville. His medical career has been most distinguished by his commitment and dedication to the larger community health issues, beyond the boundaries of his own individual practice.

He has served in numerous local community leadership roles to improve the quality of health and life opportunities for the children of our community and the entire state.

His interests have included:

  • Sickle Cell Disease programs
  • Head Start Program for children
  • School athletic programs
  • Teenage pregnancy programs
  • The Boy Scouts
  • And various church and mission activities

Statewide, Dr. McIntosh has served the citizens of Florida, through his appointment and service to various organizations, board and task forces addressing public health and safety issues.

These include:

  • His previous membership on this Florida Board of Medicine from 1975-1979
  • The Florida Commission on Ethics
  • The Florida Commission on Funding Indigent Care
  • And serving as Past-President and current Secretary of the Florida Medical Association

What is particularly noteworthy about Dr. McIntosh's state service, has been the outreach from Governors of both political parties to seek his assistance in addressing important issues facing our state. He has always been a willing and committed public servant to the state, and has responded to the call for assistance from Governors Askew, Graham, Martinez and Chiles.

Dr. McIntosh's medical career has been distinguished and a true model for other physicians of the highest excellence in our profession. On behalf of the Florida Board of Medicine, I am very pleased to present Dr. McIntosh with this Chairman's Award of Recognition.
